- Background Guide -

Description:
The United Nations Security Council has been at the forefront in dealing with crisis around the world. The council has made headways in instituting sanctions and peacekeeping forces to resolve conflicts. However, the Rwandan genocide and breakup of Yugoslavia revealed how indecisive the Security Council has become in a post-Cold War era. The Security Council must take decisive action to resolve present issues or else continue to secede their responsibility to regional security organizations.
